How to Ship a Pet to Singapore: 2025 Pet Travel Guide

Relocating your pet to Singapore? This island nation may be compact, but it’s incredibly pet-conscious and known for its strict animal import regulations. Whether you're headed to a high-rise in Marina Bay or a leafy suburb near Bukit Timah, it's essential to understand the country’s pet import process to ensure a safe, smooth transition for your furry friend. 

Pet Import Requirements for Singapore

Singapore enforces one of the strictest sets of pet import rules in the world. Fortunately, U.S. pets fall under Category C, which streamlines some of the more complex requirements seen in other regions.

Here’s what you need to know:

✅ Microchip

Your pet must be implanted with an ISO-compliant 15-digit microchip before receiving any vaccinations. This microchip will be checked upon arrival.

💉 Vaccinations

Your pet must be fully vaccinated against:

  • Rabies – At least 6 months old, and vaccinated at least 30 days but less than 12 months before travel

  • DHPP for dogs (Distemper, Hepatitis, Parvovirus, and Parainfluenza)

  • FVRCP for cats (Feline Viral Rhinotracheitis, Calicivirus, and Panleukopenia)

Vaccines must be administered at least 2 weeks before import and remain valid upon arrival.

Recommended vaccines:

Dogs: 

  • Bordetella (Kennel Cough)
  • Leptospirosis
  • CIV (Canine Influenza Virus)

Cats:

  • Feline Leukemia

🧪 Rabies Titer Test (FAVN)

  • Must be done at least 30 days after rabies vaccination and at least 3 months before import.

  • The blood sample must be tested at an approved laboratory (e.g., Kansas State University).

  • The result must show a rabies antibody level of ≥ 0.5 IU/mL.

📄 Import Permit

Apply for a dog/cat import permit from the Animal & Veterinary Service (AVS) within 30 days before travel. The permit is valid for 30 days from the date of issue.

🧾 Veterinary Health Certificate

You must obtain a veterinary certificate completed by a USDA-accredited vet and then endorsed by the USDA within 7 days of travel. Singapore provides a specific template (Appendix 3) that must be used.

🛬 Quarantine Reservation

All dogs and cats entering from the U.S. are subject to 10-day quarantine at the Sembawang Animal Quarantine Station (SAQS). Spaces are limited, so reservations should be made as early as possible.

Breed Restrictions and Import Limits

Singapore restricts or prohibits the import of specific breeds:

Not allowed:

  • Pit Bull Terriers

  • American Staffordshire Terriers

  • Akita

  • Tosa

  • Neapolitan Mastiff

  • Dogo Argentino

  • Fila Brasileiro

  • Perro de Presa Canario

Restricted breeds (e.g., Rottweilers, Dobermans, Bull Terriers, etc.) may be allowed with additional conditions, including:

  • Sterilization

  • Liability insurance

  • Leash and muzzle in public

Each person is allowed to import up to 3 pets at one time.

Other Required Treatments

Cats and dogs must be treated with an external parasite (fleas and ticks) treatment and an internal parasites(nematodes and cestodes) treatment between 2 and 7 days prior to export. The active ingredients and the date of the treatments must be reported on the health certificate.

What’s the process?

After submitting your quote request and completing the invoice payment, a dedicated booking specialist will be assigned to assist you. They will take care of all the necessary arrangements for your pet's import, including collecting information and documents from you. On the day of arrival, they will keep you updated on the clearance process, ensuring a smooth and stress-free experience.

It's important to note that this quote covers import and customs clearance specifically for the United States. It is your responsibility to handle the export process from your country of origin. You have the option to work directly with an airline or engage a local pet shipper.

Additionally, if you are traveling from a high-risk rabies country to the United States, it is your responsibility to obtain the CDC import permit.
